To the Mayor of Barcelona The Universal Forum of Culture is to be celebrated in the city of Barcelona in 2004. It hopes to become an historical and universal event. Based on the Forum's statement of principles and values it will 'promote conditions necessary for peace, support and encouragement for the defence of the individual rights and civil liberties'. I am deeply concerned that these principles are not yet extended to the bulls regularly tortured in Barcelona's bullring. According to the Municipal Declaration for the Coexistence and Rights of Animals, as approved by the Plenary Council of Barcelona's City Hall, animals 'should not be victims of mistreatment...' It is clear that bulls are victims of mistreatment in Barcelona's bullring, which contradicts this important Declaration. Opinion poll findings show that the vast majority of the Barcelona public believe bullfights are cruel and non-educative and should not continue in Barcelona. I therefore urge you to declare Barcelona an anti-bullfight city during the year 2004, putting an end to the suffering that is likely to embarrass participants and visitors attracted by the Forum's cultural and peaceful ethos.
